Reporting to the Information Technology (IT) Vice-President and Chief Enterprise Architect (CEA), the Director, Enterprise Architecture is accountable for creating and defining an IT Architecture Governance Framework and organizing and leading an IT Architectural Review Board through the process of defining the strategy, plans and governance needed to implement and manage IT enterprise architecture (city plan) domain designs and technology standards. The Director is responsible for coordinating the ongoing collaboration required to design, develop and integrate long-range technology roadmaps into the `city plan? that anticipate future needs and maximize technology investments. The Director is responsible for partnering with senior business and Information Technology domain leaders to deliver innovative architectural solutions that efficiently, effectively and economically integrate and align with an evolving future-state strategic vision. The Director will lead the analysis of new and emerging technologies and partner with senior leaders to investigate strategic opportunities. This position is responsible to our Lahey Health Organization for collaborating with their fellow IT leaders to create and maintain a technical infrastructure and work environment that is diligent and vigilant in the stewardship of the assets within our charge, consistently delivers operational success and safeguards our IT systems, information and the Lahey Health brand. This role is responsible for providing clarity and direction to managers through the use of measurable performance goals, objectives, standards and plans routinely assessing and measuring progress based upon achieving / exceeding these expectations. This role is responsible for ensuring the utilization of processes and procedures that consistently deliver production dependability and quality solutions outcomes. This position will serve as a role model to those inside and outside the IT organization as demonstrated by their willingness to share their time, leadership-skills and subject-matter expertise while fostering a professional environment that encourages participation and idea sharing within a framework of mutual respect, camaraderie, cooperation and teamwork. This position is responsible for collaborating with IT and Human Resources staff to define role-specific career paths and criteria, implementing educational and skills / role development opportunities supported by mentoring programs that enable staff to achieve these criteria, and establishing assessment and feedback checkpoints that monitor support staff development and career advancement. This position is responsible for preparing yearly financial and staffing budgets, ongoing financial management and asset stewardship, reviewing / approving all business unit Human Resource actions and ensuring compliance with Lahey Health and IT policies and procedures.
Essential Duties & Responsibilities including but not limited to:
1. Provide the IT Enterprise Architecture business units, operations and staff with direction and management oversight:
a) Support the Chief Enterprise Architect (CEA) in the routine review and update to forecasts and requirements for assigned operational areas based upon evolving next state IT / Lahey Health organizational plans, goals and objectives.
b) Lead staff through visioning and strategy sessions to arrive at optimal solutions that blend with / complement IT technology plans
c) Responsible for directing and managing all assigned staff within assigned areas.
d) Work closely with other Directors, Managers and Leads to create a working environment that ensures success at all levels within the Department.
e) Support and manage assigned staff per defined departmental and organizational policies and procedures.
f) Provide integrated focus and direction to staff based upon the assignment of clearly defined tasks, due dates and deliverable / outcome expectations.
g) Define performance expectations and provide consistent, ongoing feedback.
h) Develop staff and resources to ensure optimal performance and service delivery excellence.
i) Recommend colleagues for transfer, promotion and special training to ensure most effective utilization of individual skills and staff development.
j) Provide training and development support as required or requested.
k) Treat all staff with respect and dignity.
l) Lead the definition of departmental budgets ? operation and staffing.
m) Lead the definition and review of departmental goals, standards and performance measures to ensure alignment with the strategic direction of the department and our organization and the accomplishment of the highest levels of job satisfaction, quality output and customer service.
2. Create and oversee the IT `city plan?.
a) Lead the effort to create, document and maintain a current state IT city plan
3. Implement IT Architectural Governance
a) Establish an Architectural Governance Framework to control and guide the planning required to develop, implement and deploy new IT initiatives, tools and products incorporating the following six essential principles:
- Discipline: All involved parties will have a commitment to adhere to procedures, processes, and authority structures established by the organization
- Transparency: All implemented actions and their decision support will be available for inspection by authorized parties
- Independence: All processes, decision-making, and mechanisms used will be established so as to minimize / avoid potential conflicts of interest
- Accountability: Identifiable groups within the organization - e.g., governance boards who take actions or make decisions - are authorized and accountable for their actions.
- Responsibility: Each contracted party is required to act responsibly to the organization and its stakeholders.
- Fairness: All decisions taken, processes used, and their implementation will not be allowed to create unfair advantage to any one particular party.
b) Ensure control and measurability through the incorporation of COBIT (Control Objective for Information Technology) maturity models, critical success factors, key goal indicators and key performance
c) Implement a system of controls over the creation and monitoring of all architectural components and activities to ensure the effective introduction, implementation and evolution of architectures
- Link IT processes, resources, and information to organizational strategies and objectives
- Integrate and institutionalize IT best practices
- Align with industry frameworks such as COBIT (planning and organizing, acquiring and implementing, delivering and supporting, and monitoring IT performance)
- Enable the organization to take full advantage of exists information, infrastructure and hardware / software assets
- Protect the underlying digital assets of the organization
- Support regulatory and best practice requirements such as auditability, security, responsibility, and accountability
- Promote visible risk management
d) Implement a system that identifies clear ownership and the responsibilities therein including Service Level Agreements (SLAs), Operational Level Agreements (OLAs), Compliance Assessments (CAs), Risk Mitigation Plans, Downtime Recovery Plans, etc.
e) Implement a system to ensure compliance with internal and external standards and regulatory obligations
f) Develop practices that ensure accountability to clearly defined internal/external stakeholder(s)
4. Establish a portfolio of IT Architecture service offerings
a) Develop and maintain a comprehensive technical blueprint of the Enterprise Architecture team's services, creating solution options that align IT services with LH?s missions, goals and objectives with consideration of both technical and non-technical implications and trade-offs.
b) Provide stakeholders with a comprehensive pre-contract assessment `fit? as it applies to potential technology and software acquisitions
c) Support the development and oversee the implementation of solution architecture by producing blueprints that guide the development and implementation of solutions across projects providing direction to technical teams during project delivery and ensuring implementations support our technologies and roadmaps.
5. Lead the analysis of new and emerging technologies and partner with senior leaders to investigate strategic opportunities.
a) Understand future state LH enterprise business / IT direction as well as overall Health IT emerging technologies and direction
- Monitor, investigate and support the CEA by periodically organizing and leading our LH IT and Business Senior Leadership through visioning sessions aligning business / clinical goals with next-step technologies that enhance our patient/care-giver relationships and positively impact / demonstrably improve the health and clinical outcomes of our patient community.
b) Assess our current state enterprise IT environment, capabilities and performance thresholds
c) Define IT target capabilities and provide GAP analyses
d) Define strategic plans and roadmaps including costs, time, resource requirements
e) Assist and support the CEA in communicating, reconciling and synchronizing business expectations and investment realities / IT capabilities prior to contracting.

Participate in departmental and/or interdepartmental quality improvement activities.
Participate in and successfully completes Mandatory Education.
Perform all other duties as needed or directed to meet the needs of the department.
Bachelor?s degree in Computer Science or related field required. Advanced degree preferred.
Licensure, Certification & Registration: None required
Minimum ten years of experience in systems architecture, solution design and implementation.
Minimum eight years of experience in a management role leading technology teams in a complex IT environment
Experience in process improvement and facilitation
Skills, Knowledge & Abilities:
